Separated Description into two different values (offenseName & severity).

This looks good except that the tests are failing. See https://travis-ci.org/JustUtahCoders/utahexpungements.org/builds/610975282?utm_source=github_status&utm_medium=notification. We just need to handle the Driving in 70 in a 60 offense name

Hey @joeldenning I was wondering if there was anything you wanted me to change after your review. If not I can start working on issue #100 If there are more changes that need to be made to this pull request I will get on them.
