fix: update environment to build from sources #1122

Fixes #1121

Updated golang from 1.15 (1.13) to 1.17
go get -u github.com/mjibson/esc caused the build to hang indefinitely, replaced with go install
updated caniuse

TODO:

linter complains about deprecations (removed temporary)

Thank you! I did not manage to install the server with steamcmd using the image on dockerhub. I tried to build it from source (i suspect something is out of date) but it failed. This branch build perfectly and I can start the server.

I recommend accepting this PR.
