为何Windows版接收网络中心的系统信息为乱码？ #122

版本：2.40
系统：Windows 7
见附件的图片，不止气球提示，界面上的“输出”Edit 
控件也显示乱码。
不过乱码问题不会在 Windows XP 
中重现（但出现了不能弹出气球提示的问题），不知 Windows 
Vista 如何。
另外：
貌似气球提示在 Windows XP 中无效啊！

没遇到过这些问题，我感觉如果LZ用的不是unicode版就会可能��

我用原版也是这样，我自己重新编译一遍（Unicode）还是这样�
��
注意乱码只有 Windows 7 才有，推测 Windows Vista 也是这样。
Windows XP 测试时不乱码，但是无论如何都不会弹出气球提示。

每条需要输出输出字符串都需要在尾部加上字符串结束标记\0
。
