Use correct annotations to make SyncTask work with Gradle 7.x

Actually, I ended up going with Internal for everything - as this plugin generally should not use caching. If you disagree then please re-open, update to the main branch, and state your case why it should have caching :)

Sorry - forgot to mention that the above is released as 0.45
