For example Greenland with left overs or getting 2 +3 bonuses in 2 turns

Will also need to look into applying logic for picks involving a combo and a solo pick with choosing a +3 and +4 bonus.

Same goes for +4's. in this case "East China" takes 1 more deployment than "Central Russia" Inefficient and Efficient +4's

Easier way of doing is under "Special Pick Scores
