Perhaps you could add a patch to code.wildfiregames.com? (Phabricator) If accepted, your patch could get put into the base game.

A few weeks ago you asked about incorporating my mod, Random Civ Selection Groups, into Delenda Est. I decided I'd go ahead and merge the A25-compatible version for you.
This version has been compatible with A25 for the last few weeks, and from the looks of it the devs are done refactoring the relevant gui code for the time being. This fork works just fine on my build of A25, which I just rebuilt a few days ago.
Just send me an email if you need any help maintaining the code.
