Provided you have the OEM HDD accessible, it is possible to use a larger HDD, but you'll need to WIM the OEM HDDs partitions (ensuring all updates have been installed to the XB1 beforehand by connecting the XB1 to the internet and signing into your account), apply the WIMs to the correctly set up partitions on the new HDD, and try to boot from it.

However, if you don't have the OEM HDD, not that I'm aware of... Microsoft changed the update structure back ~2017ish when it overhauled the UI. I was able to successfully get Windows to reinstall on the XB1 with a 1TB HDD after the UI change, however it took ~1 week of trial and error, and I have no clue what steps resulted in Windows successfully re-installing.
