Countdown event #3

Countdown-Event:

[x] possibility to start a countdown event
[x] count down in the channel
[x] fail if not the correct number
[x] correct reset after fails
[x] save countdown events at shoutdown
[x] add command to change between reset modes (to the next tens/hunderts)

There are no known bugs atm, but the QA session is still ongoing.
