For some reason in some systems we appear to not be using optimized video resamplers #172

For some systems (won't say which) we keep getting warnings for YUV to RGB
conversion that no optimized resampler is available.  This is bad.  We
should figure out what's going on.

This was caused by enabling runtime-cpu-detection, and then finding it don't 
work so
well.  Turning if back off again for now.
