Fix ivy to install last version #37

ivy currently does not check timestamps on libraries in it's cache.  the
result is that changes to libraries do not propagate unless version numbers
change.

Don't know how to fix, and not going to as it only affects Robert and me 
developing
on Ivy.

The basic issue is if a revision number doesn't change, ivy doesn't always get 
the
latest version from the undisk-repository.

It doesn't matter once we post to the repository officially.
