Webcam Support #71

It would be useful to have a local Webcam Support for Xuggler.

JMF has local webcam support, but doesn't provide a lot of codecs compared
to Xuggler and seems JMF hasn't moved in 4 years.

That will be great for Xuggler and the users who use this feature.

I am doing a monitoring app and local web cam support would be great to 
transcode 
out going streams for cell viewing access

request understood but not currently planned; the more use cases though, the

Limited support now added in Xuggler 2.0.  While it would be nice to have the 
ability
to query devices on the system, we can't support that at the moment.
