Subject says it all: on what conditions can I and others use these files, in particular AdobeHDS? Personally, I would prefer if you clarified your intentions in a comment block at top of file.

Or am I just missing something?

Yes, I am missing something: the license file. I will assume that the files are GPLv3. However, this is actually still an issue: without a comment in the file stating the license the legal situation is not obvious. So, I suggest that such a comment is added.

I would say that the legal situation is obvious. However if this was to be done this could be an example.

All the data contained in this repository is covered under GPLv3. License file is also included in repository.
