Update `anytone-config-builder.pl` to allow the TX_PERMIT` setting of… #3

… ChannelFree.

This setting is valid for Channel Type: D-Digital channels and should be honored in the rendered/merged channels.csv output file.

Update the Digital-Others.csv input file to include a simplex channel with ChannelFree set.

Update the channels.csv Output file to include a simplex channel with ChannelFree set.

Fixes: #2

Tested latest versions of Anytone CPS software for D878 V1 (AT-D878UV), D878 V2 (AT-D878UVII PLUS), D578 V1 (AT-D578UVIII PRO), D578 v2 (AT-D578UVIII PLUS) boy those models sure aren't confusing... 🙄
