Obs 32: Verificar la derivacion priorizada (pernmite_prioridad_derivacion) 
cuando la derivacion es hacia una precola. Tengo este caso, la precola tiene un 
peso que NO jala los tickets P, sino que jala los tickets M. Pero si desde una 
ventanilla preferente jalo al ticket P y luego lo derivo a la precola, la 
precola se lo jala pero despues que se agotaron todos los M, es decir, no 
verifico la derivacion priorizada.
