Switch to Python 3.11 #105

According to this article Python 3.11 has a huge speed advantage over previous versions. Try to migrate to Python 3.11 in docker containers.

This probably means an outdated strech to bookworm (testing) changes in docker file.

Delayed, modules still not supports Python 3.11.

I was able to build a container, pushed to py3_11 branch
