Volánbusz operator modifications

1) Do not modify operator when

• there are multiple values (fileld containts ; )

operator MOD 'Volánbusz Zrt.' 'BKK;Volánbusz'

• the existing operator does not contain Volánbusz

2) Set operator to Volánbusz not Volánbusz Zrt.

Temporary solution for this: not adding operator related tags. For 1, you are right, I will find the way to handle this case. For 2, I prefer official corporate name for operator (as we add it for shops and restaurants too) , probably operator:short is for plain 'Volánbusz' operator name.

You prefer, but the others not. Most of the tag contained the operator without the company form. It is not written in any wiki page that the operator has to be the full official company name. The signs at the bus stops also show BKK and Volánbusz not BKK Zrt. and Volánbusz Zrt. , please do not convert it back.
