Refactor OSM postcode lookups and make them common configurable #70

It seems OSM postcode lookup was not working caused ba a bug. Fix this and make postcode lookup not just based on configuration but a common POI settings. For Hungarian Posta post office POIs have spacial post codes they cannot guessed from OpenStreetMap polygons.
