Flight Fix and API update #20

Added quest, dialogue, clone, and recipe handler support for NPC API

Added solid option for pants, jacket, and sleeves on NPC skins

Fixed NPC flight not working in enclosed spaces.

More NPC API features and fixes that will be listed and elaborated in a later doc.
