The previous show stopping issue for Fedora 37/38 was https://gitlab.freedesktop.org/mesa/mesa/-/issues/9442 , which our IT department provided a workaround for (by emulating a fitting vendor flag on our JupyterLab server).
We won't be able to use Fedora 39 initially until https://github.com/aio-libs/aiohttp/issues/7675 is done, so this merge request uses Fedora 38 for now.
