Remove references to tools dir in user directory

Setup doc still suggests tools dir in user dir, but this is outdated, as Iromlab use tools directly from package dir as per here.

This was changed in this commit:

So needs changes to:

• Setup guide, 2nd screenshot.

• Setup script, "Install config file + pre-packaged tools to user dir"
