Don't disable Exit button after Finalize #63

Use case: operator finalized batch after inserting last carrier (which inserts EOB job in queue). Then at some later point operator wants to interrupt processing of the batch (e.g. b/c of planned power/network interruption) and finish it later. Not possible now.

This raises new problem: when batch is opened again Submit and Finalize buttons are now Enabled, whereas they should be disabled!

TODO:

when opening a batch, check for presence of eob job.
if it is found, disable Submit and Finalize buttons.
