Describe the update

Simple update ticket for keeping track of updating the expo and expo router.

  expo@51.0.38 - expected version: ~51.0.39
  expo-router@3.5.23 - expected version: ~3.5.24

This ticket will be closed once they are updated to the new version.

With this update, we can also look at the tamagui update to v1.116.14? This is a side issue relating to this one ^
