Sub-categories exist within wordpress for just this kind of thing; every FAQ is of post-type FAQ and comes under the FAQ category, but is sub categorised into the categories you describe. The UI could then use an archive page to show the sub-categories of FAQ, which would each lead to another archive page, where all of the FAQs of that subcateogry could be listed in a click to expand list. How they would be listed; maybe a page large enough to hold all of them? Or perhaps order them by a priority field?

Traditional "posts" I want to reserve for "news" type things. FAQ will definitely be a type (cba to type post-type all the time). I assume categories will be configured specifically for a type no? Actually I don't mind categorisation crossover... News and FAQs could conceivably have common categorisations.
I figured it would be neater to keep FAQ categorisations to themselves, but thinking about it I see little need for it. As long as pages for displaying news categories do not show FAQs of the same category then it shouldn't be an issue!

Yeah, my thoughts were along those lines too, but if we can separate out, it may actually be useful if someone clicks a category to see both FAQs and posts/pages.
