Background

Create a new documentation file for code owners to outline operational information, such as GitHubActions, deployment processes, hosting, etc.

Acceptance Criteria

[x] A new MD file exists for documenting code owner information and tasks and exists at docs/code-owner-docs.md
[x] GitHub Actions are documented
- Name, purpose, when they run, config, etc.
[x] Release process is documented
[x] Demo hosting and deployment process is documented
