fallback не уверен в полезности, если handler другой #52

I am not sure about the benefit of fallbacks to format => 'html' then handler => 'ep' when application handler is different ('openapi')

Just added condition to do not make M:P:DefaultHelpers _fallbacks( ... format => 'html' )
