What calls TeleConnectonService? #2

This is to determine who gets called first: Dialer or Talks? Talk is linked to Dialer but it seems like some other class is pulling the string in determining if it get used first or a different app gets called.

SIM card might be what's calling it. Though there is an integration with Google Voice for this. (But based on the logs it might be SIM...)
