Referencing RFC 2119 #24

AQ: Given the usage pattern very similar to the RFC 2119 requirements language, do you want to reference that document instead of redefining the terms? Do you want to use requirements language outside the Appendix, in the body of the specification?]

I think this has been solved but the comment still needs to be removed from the spec. Can this be removed now?
