Structure repo for completion of phase one

For this issue the repo should:

• Include a Gitlab Design System home page
• Make it easy to add sections, sub-pages, and possibly sub-sections
• Include a sidebar navigation to navigate between the sections listed below
• Allow designers and frontend devs to easily customize the design using scss

Within this project, structure the repo to include the following sections:

• GitLab Design System home

• Getting Started: This will include getting started documentation, principals, personas, etc.

• Styles: This will include perceptual patterns (colors, grid, icons, typography, etc.)

• Components: This will include functional patterns (breadcrumbs, checkboxes, buttons, inputs, etc.)

• Regions: This will include larger organisms that are larger than reusable components (navigation)

• Content: This will include documentation on writing style guidelines.

• Usability: This will include documentation on areas that affect the ease-of-use of the application (accessibility, internationalization)

• Resources: This will include tools (sketch file, brand.ai component library, svg repo)

Keep in mind that in the future, the repo will:

• Pull in or reference the same frontend code as GitLab.com/ vice-versa
• Include code snippets for components

Examples of what we are trying to accomplish:

@tauriedavis I made static branch containing minimal changes. Not appearing in GitLab UI yet for some reason, but git checkout origin/static should still work.

instructions in README if you can checkout branch. I'll create MR when it appears in UI.
