Network issues on full raspbian build

A report came in indicating that the SSID was not visible to an ipad when FDLS was deployed onto a Pi ZeroW that was running the full (i.e. non-lite) version of Raspbian.

Testing through multiple rebuilds revealed inconsistent results; sometimes the SSID would appear, others it wouldn't. As a result, some changes were made to the networking config to:

• ensure dhcpcd wasn't binding to wlan0
• change how the IP was assigned for wlan0
• create a .timer for udhcpd
• update the install script
