[ZJetGenWeightProducer] Implemented default behaviour for weight filling #61

This will achieve backwards compatibility for running on old skims, which have not skimmed the genWeight information. It closes #56 .

I have tested the bahaviour on a skim with genWeight infos included and it doesn't break the intended behaviour.

Also I have tested it on an old skim without the genWeight infos, and it filled the intended value of 1.0 for all events and weights.
