Make SFs available for MC and Data Updated 2018 MuonTrigger SFs Added 2016 and 2017 Muon SFs

This has to be done in Lumberjack. Additionally, the Procer which multiplies all weights in m_weights is only run in MC not in data.

So when this is not meant for application during processing, I don't see a reason to write anything of this into m_weights. This can then all be put into m_optionalWeight, right? Or am I overlooking something?

I've moved all weights to the optional weights for now. Error propagation should be correct now as well.

Some more changes. Reco SFs have been updated to the latest recommendation. SFs can now also be used with uncorrected Muons. Updated/Added Root files for all eras.
