Add OARS metadata into AppStream #31

Also change the AppStream name to an upper case one since it already is upper case in desktop file: https://github.com/KJ7LNW/xnec2c/blob/master/files/xnec2c.desktop#L2

@KJ7LNW This is required by the Flatpak build and will be useful into the RPM build as well. Feel free to review and merge. :-)
