Governance contract enables decentralized administration in Era Swap Network smart contracts and Era Swap Ecosystem dApps.

TimeAlly Staking holders cannot be given chance to vote for consensus since timeally stakings are transferrable. But validator delegations cannot be transferred, so it can be used to take decisions.
