Add Informer's toETH module #3

Create this as a rpc method to be called from the test suite, later authentication can be added that only the owner of the Kami can call this method.

[x] Calculate bunch roots
[x] Test cases for bunch calculation
[x] Signature Request to other Kami Peers
[x] Check and sign on a signature request
[x] Test cases for signing on bunch
[x] Combine the signatures and prepare signed bunch proposal
[x] Submit the signed bunch proposal to smart contract on ETH
[x] Test cases to verify submission
