New badge designs will have the employee "Unique ID" rather than their employee number. This will be considered a non-sensitive and can be used to identify an employee without giving out sensitive details.
I'm currently planning to use the "employeeNumber" AD field. There are only 2 users in AD with data in this field (Chad F. in Finance, Nate Jester in MNT), and I believe these are an anomaly.
