Add devcontainer, linters and formatters #2

Requirements: Docker and VS Code;
No need to install other dependencies (e.g., npm and yarn);
Dev container includes relevant linters and code formatters;

How to use it:

Open Visual Studio Code;
Press Ctrl+Shit+P (or Cmd+Shit+P on OS X);
Type in "Reopen in Container" and press Enter;
After reopening, the app will be built and will be accessible at http://localhost:8088;
It still allows using Git seamlessly from within the container.
