@thebhatman default position of bots is still not updated in beliefstate

@saurabhkgp21, Sorry, my bad. It has been updated now. So overall this PR adds GoalieMergeScurve, beliefstate with default bot positions, bot_wifi and test_wifi. I should have sent separate PRs, but for that I would have had to rebase a lot of commits. So I did this. If separate PRs are required, I can make a new clone and send each change in PR through different branches.
