(re?)add the /library_ksm folder containing a cautionary README.

The language that you corrected in library_ksm/README.md looks good. Since I had simply copied this language from the existing HOWTO.md, it needed to receive the same change, so I think I've fixed that now too.

However, I am new to Git, coming from Subversion, and I wasn't sure how to add a change to the pull request. I googled how to do it, and things didn't go quite how I think they're supposed to. Did that change make it back to you? It's in commit 4cf2836.
