A PP LiquidFuel-only tank (no oxidizer) only holds 294.5 units of LiquidFuel (not approximately 400, which it should be based on the stock MK1 fuel tank). The tank only lets you carry 73% of what it ought to. This is easy to fix, and oxidizer-only tanks should be buffed in proportion with it. Lastly, a small fine-tuning of mixed fuel tanks can get PP tanks to hold EXACTLY the same amount of fuel stock ones do.

I'm revising my recommendation. The previous suggestion only got fuel-units to match stock tanks, but not the dry mass. You can get both fuel-units and dry mass to match stock by doing this:
