Disabling resources does not persist after craft file load #219

With 1.2.6, if I put a procedural lfo tank on a craft, disable the liquid fuel and the oxidizer, save and then load the craft file, the lfo is enabled again. This is not the stock behavior of fuel tanks, where the disabling persists.

I found the cause of this bug and will soon release the fix. Also I'm 95% sure this problem also occurred in previous version.
