Procedural Avionics in saved craft at 0% utilization #343

Loading a saved craft in the VAB has all Procedural Avionics parts showing 0% avionics utilization. To change Avionics settings you have to open the Proc Avionics window and reinput all the settings. Clicking Apply without changing dimensions will fail until you Apply with changing dimensions at least once.

Issue is experienced in v2.5.2.0. Downgrading to v.2.5.1.0 fixes it.
