Basically, the impulse setting on a procedural decoupler changes every time the craft is saved. Every time the craft is saved and then reloaded the save, its value increases.
I set it to 0kN, save, and reload, it becomes 1kN. If I just keep saving and reloading, it will become 7kN and then 24kN. After that, it won't change anymore (the maximum impulse I can manually select is 16kN).
