Milton Rosen Time Bomb

When Milton Rosen retires or is fired, the funding curve reverts to the unaccelerated one. For most programs, this causes funding to drop to 0 until time catches up to the funds already paid out. This is game breaking later on, my income dropped to 0 for nearly a year when he retired in 1961.

Not sure what to do about this, as resetting funds paid to the current curve would be very exploitable. He looks pretty young, maybe he can just not retire :-) This also points out that he may be over-powered since you're getting funds early on programs with a growth curve in addition to the research bonus.

It is somewhat exploitative but not exploitative enough for me to be worried about enough to rewrite everything associated with program funding and deadlines.
