Leaders with multiple role options immidiatley available after retirement. #90

Leaders who can be assigned to more than one slot show are available after retirement for the slot they were not assigned.

Example. von Braun was initially Chief Designer. When he retired, he was no longer available for the Chief Designer role but could still be added as the leader for Administration.

This was the only instance I noticed so far and the contractors who were assigned did not show as available in either slot after they expired.

Quick update. I made sure everything was up to date, started a new game, added Korolev as administration and Braun as Chief Designer, Aerojet as contractor 1, JPL as contractor 2.

Time warped to 1961 for retirements to occur. Korolev doesn't show up for Administration but does show for Chief Designer. Braun doesn't show up for Chief Designer but does show for Administration. Neither Aerojet or JPL show up in either contract slot, so those seem to be working.
