Add upgrade rated for Jupiter / gaz giants entries #2

This comes from a discussion we had on discord, I'm just putting this here to not lose track of it. -> Add the possibility to have HS rated for Jupiter / Saturn entries without the need of RN mod for instance, unlocked at the corresponding tech of course.

I just built a small probe with Lunar preset and yeeted it into Jupiter with only about half of the ablator getting consumed. Would need to see some real world data to convince me that we should implement something even more performant.
