Tier 0 Solar Panels in R&D #20

Not really sure if I'm doing this right or if this even makes sense, but I think there should be a part in the R&D center in satellites era electronics research that says the stats of tier 0 solar panels, as it exists for every other tech level. Calculated these values myself, so not entirely sure if they're right. (I didn't change the degradation value because I couldn't find information for that anywhere, so this will need to be fixed)

Feel free to shoot me down if this wouldn't work.

Is the degradation value correct? I wasn't able to check that. @Capkirk123

The degradation values are correct actually, they seem to be exactly the same as T1.
