First reported by SolRSolid on discord: while only probe cores and some upper-stage avionics can be Shut Down to save power via the right-click menu, ALL avionics, including the starting Booster avionics, can be shut down via an Action Group.
Even worse, shutting down a Booster avionics part turns it into an electricity generator. Example: "Guidance Unit (starting)" normally consumes 3kW; after shutting it down, it produces 1kW!
There was a brief discussion about whether it makes sense to start the game without any standalone batteries, when the avionics parts clearly have working batteries. But regardless, the current situation is clearly buggy.
