Add more apogee motors #2968

Add Aerojet SVM-1/2/4A/5 kick motors, JPL SR28 apogee kick motor, UA FW-5 apogee kick motor, Star-12/12A retro motor, and Star-13D.

Also fix Altair III/Altair IIIA/Star 20 configs. Previously, stats from the UTC-built Altair III (Star 20) and Thiokol-built Altair IIIA (Star 20A) was being conflated. The Star 20 config has been renamed to the Star 20A, and stats assigned appropriately
