Updated HabTech2 Configs #2973

This comes off the back of the Benjee10_SharedAssets Pull Request

These configs clean up the existing ones and add new parts from the last update and parts currently in development.

Should Note

The Old configs were rescaled to 1.81x, for the ISS Modules that makes them 2.5cm too large, 1.8x rescales to exactly 4.5m.

Small difference I know but it's notable

Yes it would supersede them

The old parts are still there and still configured the same way (with the exception of the tiny rescale difference)

This just adds in all the new additions and does cleanup.

Made sure to keep the same file naming and structure as requested in that PR.

idk why there's a conflict here, this PR completely overwrites the RO_HabTech2_modules cfg. It has the same name but the contents are entirely original and replace the existing contents.

DO NOT MERGE UNTIL FULL HABTECH UPDATE RELEASE

This PR is up early and the base mod is still changing, additions are being made to these configs as those are made.
