Update Recycler_CarbonExtractor.cfg #19

At the moment the recyclers are rarely used, since you need a lot of kerbals (8) to fully utilize the smaller version. Also the difference to the large version (intended for 8 kerbals) is miniscule. The masses also make them only useful for stations.

With those small changes their usefulness increases a lot. Normal version for 3 kerbals, large version for 9 kerbals.

Values are taken from my SETIrebalance mod, which also adjusts the values for UniversalStorage wedges (which have a mass of about 0.16 and thus perfectly fit into the progression when conversion values are adjusted for 1 kerbal).

Ah, here are your comments. Ok, ignore the requests on the others for more info. Will discuss with danfarnsy and others before merging.

Because the format of the TACGenericResourceConverter has changed I had to reject these and I included the changes manually for next version. (v0.12.6).
